高新技术企业制度创业的策略演进的研究 　　[摘 要] 制度创业对高新技术企业的影响是创新管理学界普遍关注的问题。借助制度创业理论，以策略实践驱动新兴场域生成为线索，以互利共生为策略演进机制，解析了高新技术企业制度创业策略演进的过程。作为可持续创生高新技术企业的保证，制度创业所创建的新兴场域不仅是创新资源要素的集合，更是一个系统化、多面向的制度体系；新兴场域的演进要求作为驱动力的制度创业策略具有组合动态性；策略的演进是“资源”、“能力”、“目的”和“成本”四个结构要素共同演进的结果；策略的结构演进使策略及策略组合在不同时段具有不同形态，高新技术企业要依据情境适时调整，以实现制度创业效用的最大化。 　　[关键词] 制度创业；高新技术企业；新兴场域；策略演进 　　[中图分类号] F740 [文献标识码] A [文章编号] 1009-6043（2017）11-0104-02 　　Abstract： The impact of institutional entrepreneurship on high-tech enterprises is the universal attention question in the field of innovation management. With the help of institutional entrepreneurship theory， taking the strategy practice driving the emerging field production as the clues， and taking the mutual benefit and symbiosis as evolution mechanism of the strategy， the study analyzes the process of the evolution of institutional entrepreneurship strategy of high-tech enterprises. As a guarantee for the sustainable development of high-tech enterprises， the emerging field created by institutional entrepreneurship is not only a collection of innovative resource elements， but also a systematic and multi-oriented institutional system. The evolution of emerging field asks for that the institutional entrepreneurship strategy has composition dynamics. The evolution of strategy is the result of the common evolution of resources， capability， purpose and cost. The structural evolution of the strategy makes the strategy and strategy combination have different forms in different periods， and the high-tech enterprises should adjust according to the situation， so as to realize the maximization of the utility of institutional entrepreneurship. 　　Key words： institutional entrepreneurship， high-tech enterprises， emerging field， evolution strategy 　　20世?o80年代中期以来，受世界范围内高新技术企业发展热潮的影响，为了实现强国富民的战略目标，中国政府投入大量稀缺资源并建立健全相应法规，大力支持和鼓励创办高新技术企业。但是，经过近30年的艰苦卓绝的探索与实践，虽然从总体上看，我国高新技术企业的创生与发展取得了令人瞩目的成就，但其失败率仍然居高不下，尚未对自主创新能力的提升以及创新型国家的建设形成强有力的支持。有学者将这些问题归咎于我国高新科技成果转化的要素市场发育不完善、市场监督管理体系不健全、缺乏高效的社会化中介服务体系
