E-Government almost covers every domain of information, including technology, content and service industry. And office automation system (OA), as a key aspect of informationalization, is one basic system in e-government. Currently, LANs have been almost constructed by local governments in China. Thus, OA systems based on those LANs are needed in these years. Office automation (OA) is a new office fashion which integrates modern office and computer network. Through networks, it can organize internal staff span time and place to work together.Thus it greatly expands the office means and it implements office efficiency. Document flow system has been considered as the core components of the OA, which refers to the creation, management and disposition, for the documents from a functioning, handling, transmission, storage or destruction of the files into the full cycle, with specific methods and principles of public administration for processing storage, and to improve access to the act or process effectiveness. This paper introduces the functions of the sub-system of official document circulation on the office-automated system in enterprises organization mainly. The paper has put forward the overall plan of design for the system of official document circulation based on .Net Framework and the characteristic of this system and security tactics have been analyzed in detail. According to the work flow has been defined , the system of transformation could carries on each kind of examination and approval, the instruction, entrusting, control or circulates for perusal past. The system in this thesis is designed by ASP.NET of Microsoft. In carrying out the method, the module of ADO of the adoption ASP.NET technique carries out the conjunction between procedure and datebase, the adoption of XML
