Simultaneously，it can also improve the economic benefit and be a new economic growth point of the enterprises. In view of this，this paper focuses on the study of feasibility by experiment of using high calcium fly ash and cinder from a coal gangue thermal power plant as cement admixture and the impact of mixing amount of fly ash to the strength of concrete in different water-binder ratio. Cement test results show that the fly ash，a high-calcium one with impermissible levels of SO3，should not be used for cement admixture alone，but in right amount，it can be used as cement admixture with other cinders. With low CaO，SO3 and ignition loss， the cinder from the thermal power plant is proved to be used as cement admixture after grinding. The defect of high content of CaO，SO3 in fly ash can be overcome when it is mixed with cinder，low content of CaO，SO3，from the thermal power plant. The optimal mixing ratio of gypsum on the performance of cement，when cinder is used alone or mixed with fly ash as cement admixture is given. Concrete test results show that，with the increasing of fly ash content，the strength reduction of high water-binder ratio concrete is significantly greater than that of low water-binder ratio ones；For concrete in all range of water-binder ratio，with the increasing of fly ash content，the 7d strength reduction is significantly greater than that of 28d.
