Dangyang results indicate that small-scale water reform , to ensure irrigation of public welfare nature the same premise, fully tap water product attributes, attract social capital through the reform of property rights toward construction of water conservancy , water conservancy help accelerate the pace of development . But after the city through various reform of property rights system analysis, reform of property rights can not be expected by the small water conservancy infrastructure construction management responsibilities to the market, the government should still bear small-scale irrigation infrastructure and management and protection of important responsibility. The macro level, the transition to a single small-scale public ownership of water rights to the coexistence of diverse forms of ownership from efforts to achieve a dynamic balance . In transferring power , we should strengthen through legislative and administrative means dominance in government investment , regulatory , service , and strengthen the Water Authority property after the reform , both to maximize project efficiency , but also to ensure the sustainable operation of the project , but also to ensure that the relevant ecological environmental benefits.
