The thesis aims on the basic problem, like exploring and answering ‘what is the central-branch library system in the Public Library service system’, ‘how to construct the true sense of the central-branch library system’, ‘how to design the public library central-branch system’ and so on. By analyzing the concept of ‘corporate governance structure’, the thesis gives rise to the application of the theory in the construction and development of public libraries, which to have good governance structure in order to ensure the smooth development. This thesis is based on the analyzing and summarizing the practical experience of domestic and international publish library central-branch building structure, by using the summarize of the characteristics of the system, and combining the practical investigation in the public service system construction of Shanghai Baoshan Library, proposed not to break the current administrative system through using the ‘network coverage’, set resources sharing as the demands and the ultimate purpose, broken through the bottleneck in the construction of the central-branch library by using the technical aspects, achieved the actual service and application-level central-branch library, and in order to exploring and providing reference the public library central-branch system within Chinese characteristics.
