万方数据 万方数据 Research on the employment promrtion policy about “talents return” of college graduates based in Fuxin Abstract Fuxin, as a city with lagging economy development and exhausted resources in Liaoning province, is facing a more serious population outflow situation. In addition, most mainlly of them are young college graduates of youth groups. Based on my statistics, around 10000 graduates graduated from universities every year in Fuxin, only 40 percent of them chose to go back to their hometown and get a job there. As far as I may guess, it can be lower than this result. the level of urban economic development can be the main internal reason, the ability and capacity in promoting high level talents’ employment is obviously limited,leads to provide jobs is also limited.Then,How to do in the economic backwardness of small cities to attract talent policy, how to promote the employment of college talent return to hometown and get a job, it can be very meaningful and important significance for the development of the region with serious brain drain and urban development. The dissertation is based on analysis of literature data, A case study was obtained by structured interview, in order to study the form of case analysis,for some graduates from Fuxin by asking questions of whether they will work in their hometown or not, where they may choose to settle down and whether the employment guide makes any efforts or not. And giving the deep analysis to those elements.The research emphasis on the reason why the issue of talent flaw is becoming so serious, and the result of employment promotion policy by government.
