As a complex system with highly integrated characteristics ， from planning ， implementing to operation service ， Information Commons uses integrated idea ， method and technique consciously or unconsciously in many respects such as the setting of function and service ， the equipping of information resources ， the using of technique ， the designing of system ， and the deploying of human intelligence resources and so on. Integrated idea is the important guiding ideology in the construction of Information Commons. The Connotation of Integrated Management Theory is included in every segment of the construction of Information Commons to different extent.
