聊城大学硕士学位论文  PAGE 5 英 文 题 名 ： Analysis on Relationship between Environmental Regulations and Enterprises’ Competitiveness ABSTRACT Since the Reform and Opening up, with the fast development of our economy, the problem of environmental pollution and resource constraints is becoming more and more apparent and environmental protection is facing up intense challenges. To respond to the pressure from environmental protection organizations and the requirements of the public, our government is limiting more strict environmental regulations and standards on enterprises’ production behavior. The pressure of internalization of environmental costs is increasing so our enterprises are facing up intense challenges. To be eliminated or to transform the pressure to core competence are two main problems our enterprises face up with. So since we are carrying out Sustainable Development strategies, we should study the relation between environmental regulations and enterprises’ competitiveness to provide theoretical basis for the establishing of environmental policy and the choosing of enterprises’ environmental strategies, to guide our state out of the plight of economic development and environmental protection. At present, academia holds two different kinds of opinions about the relation between environmental regulations and enterprises’ competitiveness, namely, traditional hypothesis and Porter hypothesis. Traditional hypothesis insists that environmental regulations will increase the costs of treating pollution which will certainly lower enterprises’ production efficiency and the competitiveness while Porter hypothesis insists that well-designed environmental regulations will increase the proceeds of innovation and production efficiency, which is an absolute advantage compared to non-controlled enterprises. However, these two hypotheses are based on the same kind of enterprises, so the conclusions are too radical. Considering the situation, the article theoretically explains how
