Generally speaking, the rural tax reform has led to a significant reduction in overall rural tax burden. However, as to taxation beyond central legislation, local state tend to charge less where farmers traditionally manifested lower degree of tax resistance and where rural self-governing informal organizations arc able to substitute local state in village public goods provisioning.
