社会资金促进基础研究成果转化问题研究 —— 以中国科学院为例 1,2 2 聂常虹 冀朝旭 （1.中国科学院动物研究所，北京100101； 2. 中国科学院大学 公共政策与管理学院，北京100049） 摘要：科学技术是第一生产力，国家高度关注并出台多项政策支持基础研究，提升原始创新能力，引导社 会资金投资基础是理论与实践的重大关切。本文以中科院的三个典型研究所为研究对象，按照理论分析的 框架对案例进行分析。得到以下结论：利用行为金融学的理论，分析出科学家从事基础研究和企业家投资 基础研究的动机有领先动机、战略动机、投机动机，在行为动机分析的基础上，通过博弈矩阵提出社会资 金促进基础研究成果转化的模式有领先模式、战略模式、收益模式。在深度调研的基础上，结合多方资料， 对社会资金促进基础研究成果转化的模式进行验证式多案例分析，并提出以下政策建议：建立健全包含激 励、监督、评估、考核的科技成果转化管理体系；建立包含风险指标、战略指标、经济效益指标的社会资 金投资基础研究评估机制；创新融资模式拓宽基础研究资金渠道等政策建议。 关键词：科技成果转化，基础研究，社会资金，案例研究，行为金融 A Study on Social Funds Promote the Transformation of Scientific and Technological Achievements of Basic Research ——Take the Three Typical Institutes of the Chinese Academy of Sciences as Examples Nie Changhong 1,2 Ji Zhaoxu2 （1.Institute of Zoology, Chinese Academy of Sciences ，Beijing100101； 2.University of Chinese Academy of Sciences, School of Public Policy and Management ，Beijing100049） Abstract ：Science and technology are the primary productive forces.
