In this case, the development process of resettlement houses promoted by the government and the market can be summarized as the realization of the production of space. Housing occupancy rate is in fact a reflection of the relationship between production surplus and effective demand. After the construction process, the governments intervention in “economic-social-space” can effectively influence the occupancy rate, guide the market to return to rationality, and realize the original intention of the policy. On this basis, the author further proposes the “means-purpose-ethics” reflection path and the “policy-attribute” evaluation coordinate system, uses supply and demand adjustment to propose planning suggestions for improving housing occupancy. Keywords：Production of space; Relocation and resettlement; Large residential community; Occupancy rate 问题背景 “大型居住社区”（后文简称“大居”）是上海市近二十年内兴起的特有居住区类型，主要用与安置在城市更新过程中受动迁影响的居民。其特征包括：规划面积大于5平方公里，居住人口超过10万人，大多位于中环线以外。2003-2008年间，上海市政府共规划建设了16个市属配套商品房基地，选址面积21.6平方公里。2009和2010年又先后两次扩建和新建了38个大居基地。截至2012年底，全市规划建设的大居达到46个基地，规划总面积152平方公里，规划总人口约350万人。如全部建成，将占上海市居住用地面积的14
