区域卫生 区域卫生信息采集及共享 的研究 摘 要 本文的研究内容是区域卫生信息采集和共享的研究，目的是为了一个在一定的区 域范围内，充分地整合各医院的病患就诊结果和电子病历共享等功能。 卫生信息采集共享系统的建设原则是做到可用性、标准性和实用性，同时对区域 数据中心做了应用性的分类，基本包括应用功能平台、信息资源中心和资源整合平台 三部分。 信息共享系 统的功能 是针对各医 院需要调 阅的不同 类型数据， 根据信息 的类型 （文字及图像）分别采用不同的调阅方式。并且充分考虑了系统运行的效率和可行性， 尽可能的采用通用的 Web 接口调阅方式，减少医院系统的改造难度。 详细研究和设计系统的核心部分区域中心数据库的建设，分析了不同数据库对不 同功能的支持。也提供了一种居民身份唯一性识别的方法 PIX 的设计；分析了医疗数 据整合的两种关联关系：人和临床。 本文研究工作的意义在于，本课题正是针对国内对于医院信息孤岛的现状，小到 区域范围，大到行政省市范围，做到由点及面，努力去开拓一种新的医疗信息化建设 的领域，从更小细节到更宏观层面，真正将管理层放到信息系统的管理中去，加强对 医院、医生、用药及患者就医费用的监管，缓解就医难、就 医贵，“小院吃不饱、大 院吃不了”的困境，建设一个基于个人诊疗健康档案体制的社区卫生保障体系。 关键词：采样分析、P IX 、数据整合与交换、临床诊断、医学影像存档与通信系统 R es R esearch on C ollecting and Sharing the H ealth Inform ation in D istrict A B STR A C T The designing principle of sanitation inform ation collection and sharing system is focused on its availability, standardization and practicability. A t the sam e tim e, the system should provide an applicable classification for regional data centers, including applicative function platform , inform ation resource center and resource integration platform . The inform ation sharing system aim s to choose a suitable access m ode according to the differentaccess rightand data types (textand im age files). C onsidering the efficiency and feasibility of this system , to use a general w eb interface access m ode w ould be favorable,and itreduces the difficultiesofthe reconstruction ofcurrenthospitalsystem s. This thesis provides a deep research on how to constructthe core partof the system : regionaldatabase center,and how to support differentdatabases w ith differentfunctions. M oreover, it provides a PIX thinking of distinguish the uniqueness of citizen identity.
