华 中 科 技 大 学 硕 士 学 位 论 文 Wuhan from 2000 to 2009 ,and then calculate per capita consumption of the survival line, food and clothing line and development line, and in accordance with the proportion method which can be used to calculate three different levels of minimum wage and the minimum living security line in 2011.Finally, the recommendation is that the government establishes minimum living standard security line which should refer to current price levels and consumption of the Engel coefficient, and formulates the minimum wage which should consider the average wage level, the local minimum living standard security line and unemployment insurance and other factors. That will build a perfect social security assistance system.
