AbstractIn Abstract In recent years，Beij ing has improving economic growth which based large amount of energy consumption and pollutant emissions÷and has got effect in the control ofenergy consumption and pollutant emissions，but there is still big gap compared with developed countries．At present，Beijing faced important problem how to reduce the energy consumption and deal with pollutant emission problems under the premise of ensuring economic growth，and realizes the harmonious development of economy, energy and environment． Under the precondition of sustainable development theory,this paper carries out the research oftheory and practice，The article is divided into five parts： The first part mainly introduces the background and significance of this research， related research home abroad and the main innovation ofthis article． The second part analyzes the present situation of economi developm ent，energy conservation and emission reduction，focusing energy conservation structure and the emission of gas，water,waste． The third part analysis the internal relations between pollutions and economic growth by VAR model．Using the ADF test，cointegration test and causality test，and analysis dynamic relationship and the degree of influence each other by the impulse response and variance decomposition．Then，the article builds VEC model to find way to achieve equilibrium between the variables from short·term to long-term．Finally，the article predicts economic growth for the next three years by using VAR model． The fourth part is performance evaluation of energy conservation and emission reduction in Beijing and its districts and counties．Then，the article calculates comprehensive performance index of energy conservation and emission reduction，and makes analysis ofthe representative county． The last part is the conclusions and questions of this research and policy recommendations．The article puts forward the policy recommendations about energy conservation and emission reduction the fou
