中文摘要中国加入WTO以后，国外承包商逐渐进入国内市场，使我国的施工企业面 中文摘要 中国加入WTO以后，国外承包商逐渐进入国内市场，使我国的施工企业面 临巨大的压力和挑战，建筑市场的竞争亦更加激烈，在国内，建设工程领域普遍 存在施工技术与经济相分离的现状，所以，施工企业要想在激烈的竞争中立于不 败之地，只有运用新技术的优势，合理调配各种资源，提高项目管理效率，优化 材料采购渠道，才能降低施工成本，节约工程造价，提高企业的竞争力。 本文主要对工程项目施工阶段的造价管理进行研究，阐述国内外工程项目造 价管理学科的研究动态和工程造价管理理论，研究施工方案的优化和施工成本的 控制原则、控制措施，以及新技术在施工阶段的应用，结合某学院图书馆工程项 目案例，从项目的具体实施过程中研究造价管理，旨在促进新技术在实施项目中 转化为生产力。通过研究，使施工企业合理降低施工成本、社会节约资源，以便 提高工程项目的价值功能和综合效益，并推动造价管理的持续发展。论文运用分 析与论证、价值工程、对比分析等研究方法，通过案例论证了工程项目施工技术 与经济相结合取得的经济效益和社会效益，从而保证本研究结果的实用性和可靠 性。这对业主或施工企业提高自身造价管理水平具有很好的启发意义和现实的指 导意义。 关键词：工程项目；价值工程；施工成本；造价管理 ABSTRACTWith ABSTRACT With China’S WTO entry，foreign contractors are gradually entering the domestic market，which makes the construction of Chinas enterprises face tremendous pressures and challenges and the construction market competition has become more intense as well．At home，there is a widespread phenomenon that the separation of technology and economy has emerged in the construction projects．Therefore，in order to maintain invincible in the fierce competition，only the use ofthe advantages of new technology，rational allocation of resources，efficient project management and optimum material procurement channels can enterprises lower or save the construction costs，and enhance their competitiveness． This article attempts to explore the problem of cost management existed in the project construction stage，the article explains the research dynamics and the theory of the cost management in the project construction at home and abroad．It studies optimization of construction program，control principles and measures of construction costs，and the applying new technologies into construction stage as well．Combined with the case of the one School Library Project，it analyzes the cost management in the light of the specific process of implementing construction，aiming at promoting new technologies into productive forces．Through studies，construction enterprises Can rationally lower it and save social resources so as to impro
