中文摘要运用因特网技术构建电子政府、实现电子政务，以信息化、电子化手 中文摘要 运用因特网技术构建电子政府、实现电子政务，以信息化、电子化手 段提高政府效能和政府管理水平，从而更科学更有效地为企业、公众和整 体经济发展与社会进步服务，在当今信息时代已成为各国政府越来越紧迫 的一项工作。 本文针对电子政务环境下政府管理模式出现的新特点，着力探讨传统 政府管理模式的转换方向，旨在研究政府管理职能应如何转变以适应全新 的政府管理模式。全文分三个部分： 第一、二章论述了电子政务的概念、发展背景、国内外电子政务的发 展现状和建设实践。同时结合我国国情，进一步讨论了现阶段我国电子政 务的建设目标、功能定位以及我国电子政务实施中通用的框架体系、应用 模型与发展战略。 第三、四章主要论述了政府如何通过电子政务的建设实现传统政府的 行政管理与社会管理职能，及其如何有效地解决传统的政府管理中的种种 弊端。另外就政府流程再造理论及如何通过电子政务有效实现政府流程的 再造进行了分析。 第五章以天津经济技术开发区的电子政务建设实例，详细阐述了区域 性政府电子政务建设的方法，构建电子政务体系的技术概要。同时，分析 了开发区管委会如何创新性地将1S09000认证体系引入到政府管理中，及 其与电子政务建设的有效配合过程，从而实现了管委会政务流程的再造， 全面提高了开发区政府的效能和管理水平。 基于信息技术的电子政务建设和政府流程再造，可以促进政府管理的 创新和政府职能的转变。天津开发区电子政务建设模式及政务流程再造的 思路和方法，对于政府、特别是区域性政府电子政务建设及实现政府创新 具有良好的参考价值。 关键词：电子政务政府流程再造政府管理信息技术 ABSTRACTIt ABSTRACT It is the main responsibility of the government in every countlT to construct e．government with network technologies SO as to promote governmental working mode，and meanwhile make it possible for the government to play a role of administration and service supplier more effectively． This article iS focused on the difference between traditional govemment administration and the government administration with e-lrovernment，and the adaptation of the govemmant administrative function to a totally new role in society．It is mainly divided into 3 parts： In the first and second chapter,we discuss the definition and history of e-government，and the development of e-government in both China and foreign countries．Moreover,we further analyze the future goal，function，structure， model and implementation strategy of the e-government in our country． The third and fourth chapters are mainly about how to achieve a harmonious situation between traditional govemment administration and its modem service fanction based on e-government；and how to overcome the disadvantages in traditional government administration effectively． In the fiRh chapter,the e．govemment construction in the TEDA TIANJIN is taken as an example，and the strategies and key technologies used in se
