公共治理视野下我国农村公共文化服务绩效评估研究

摘 要：农村公共文化服务绩效评估有利于形成公共文化的多中心治理机制、提高农民群众对公共文化参与度和满意度，进而提
升农村公共文化服务水平。然而目前我国农村公共文化服务绩效评估研究的缺失，在一定程度上导致了我国农村公共文化供求错
位，阻碍了农民群众对公共文化的有效参与。文章从公共治理视角出发，探讨公共治理对农村公共文化服务绩效评估的影响，并在
此基础上提出我国农村公共文化服务绩效评估的模型及指标体系。

Research on the Performance Evaluation of Public Cultural Services in Rural China
from the Perspective of Public Governance

Abstract ：The performance evaluation of public cultural services in rural areas of China can benefit multi -center
management mechanism and enhance the peasants ’participation and satisfaction with the public culture ，thus the level of
public cultural services in rural areas can be increased. However ，there is lack of research in performance evaluation of
public cultural services in rural areas of China ，which leads to dislocation between the public cultural supply and demand
and hinders peasants from participating in public culture effectively. From the perspective of public governance ，this
paper explores the effects that the public governance could have on the performance evaluation of public cultural services
in rural China and puts forward the model and the index for the performance evaluation of public cultural services in
rural areas of China.
