中文摘费 中文摘费 中文摘要 教育对每一个人以及他的家庭民空是一个因家都有予关重要的作用，确保每 个孩子得到质量相等的教 ff 植得十分重要。 2011 年温总理在政府报告中明确提 出的实现教育标准化建设的要求，实际上是要保障锦个适龄的孩子在全国各个地 区都能受到大致相同教育，包括师资力量和教学环境。进而是每个孩子在接受光 基础教育后能拥有大致相同的知识和素质。目前基础教育服务均等化作为衡量教 育质量的重要指标，巳经越来路受到政府和学术界的关注。本文主要是基于基础 服务均等化的视角分析我国基础教育服务的均等化造程，重点通过以基础教育预 算内事业费为研究对象，论述我罔基础教育服务的均等化发展现状。文章采用极 值比、泰尔系数和变异系数对所得教育经费数据进行整理，研究全国范固、东、 中和西部之间以及城乡之间的财政性教育支出问存在的差异。进而采用历史梳理 的方法分析我国教育经费制度对目前教育服务非均等化现状的影响，力求找出造 成教育服务非均等化现状原因，从而找到应对教育支出非均等的解决对策。这也 是本文的研究意义所在。 关键字:均等化、教育经费、转移交付 真义摘 真义摘 ABSTRACT Educatíon is v田y important to ev町y one and his and her famil弘 even his mother land. ensuring the same education for each one is signi自cant.
