With the developing of the process of the integration of urban and rural areas, the growth of the population, social and economic development, people on the quantity and quality of water resource demand more and more high, limited water resources will limit the development of urban and rural integration, the optimal allocation of water resources will promote the coordinated development of the regional sustainable development and, therefore, the optimal allocation of water resources has the important practical significance. The main research contents are as follows: In this paper ,we take the singularity of optimal allocation of water resources research background and significance as the breakthrough point, analysis of the domestic and foreign research status, level and the method for the paper provide theoretical foundation. Introducing the singularity of natural conditions, social economy, and water resources situation. And analyze the present situation of the singularity of water resource distribution and the existing problems. From the point of view of the balance between supply and demand of water resources, we can get the singularity of different planning years forecast water, through the norm for agriculture, industry of water forecast; Through the grey forecasting methods and fixed method, we can get the forecast water which the life carry on .At last, we analyze the planning for the water supply and demand balance.
