However，since aerial electric distribution lines investment and operation cost share a very important quotient in the whole investment of power system.Now our countrys electric power industry apply overall Process Engineering Cost Management Mode generally.This mode brings the whole realizing process which is from the project’s start to the projects finish into the cost management，and the process starts with the phase of advice book and feasibility research and end at the projects finish and final accounts.This flow has a very great progress comparing with the early budget control just to construction phase，but it does not include the management to the cost of the projects run and maintenance and does not form a closed loop control process.The Life Cycle Costs(LCC) management sets out to explore from life cycle of the whole project which focuses all the way from the device and systems planning，design，construction，sourcing，run，maintenance，upgrade， rebuild to scrap basing on projects long-term economic benefits.LLC gives an eye to long-term gain and loss and seeks for lowest resources to be spent during the projects life compared with traditional economic analysis technology.
