II II ABSTRACT Writing ability is one of the basic skills to modern talents, but the practical writing education is far away from reaching the requirement of the society. When the quality-oriented education concept is striking the education all over the world, new subjects in writing teaching that how to integrate the concept of quality-oriented education into writing teaching in the level of elementary education and how to built an effectively training system on writing ability for the cultivation in pupillary writing ability. This paper proposed the construction of writing quality teaching system in the level of elementary education from teaching setting and training mode. The paper is consisted four sections. In the first chapter, it reviews the teaching and books compiling in writing from the historical perspective. The highlights of teaching methods and the way of books compiling afford lessons to writing teaching in modern times. The second chapter provides an overview of writing teaching in modern times, and dialectically views the advancement and achievement in this period. The theory of composition reformation in the elementary education and the teaching thoughts were innovated under the background of the new curriculum reformation, and the reformation of writing teaching was analyzed in pertinence from curriculum setting in writing ability training, the composition teaching was explored under the new curriculum horizon in chapter three. The fourth chapter is the most important part, it demonstrates the feasibility of teaching system construction of writing ability from as the aspects of curriculum setting, books compiling and teaching design. It was PAGE PAGE IV proposed the textbooks compiling of writing teaching should based on the growing regulation of students which is helpful to them on their intelligence development in this chapter.
