At the same time, it is also a important window to show science and technology, economy, culture of a nation. In many factors which affect the development of competitive sports, coaching ability level is an important link of influence and restrict the development of competitive sports. Improving the teaching ability has become one of the main ways of sports scientific training level of all countries in the world. This article takes Track and field coaches and the elements and structure of coaching ability in Jiangsu Province as the object of study, uses literature and material, questionnaire survey, mathematical statistics, logic analysis and other research methods to study the basic theory of teaching ability structure, Track and field coaches structure system in Jiangsu Province and so on. The main conclusions are as follows: 1. Coaches are engaged in training athletic, cultivating athletes, guiding them to participate in the sports competition and encouraging them to strive for the excellent result. They are professionals. Coaches basically has the following responsibilities: first, learn and master professional knowledge, methods and skills about athletes’ selection, training and competition; Second, complete the mission of athletes’ selection, training, and competition; Third, train athletes to become social specialized personnels and make them adapt to the needs of the development of society and culture through sports. The definition of coaching ability is the coaches’ ability of guiding and controlling training and competition in competitive sports activities.
