II II 毕业论文题目： 江苏省建筑节能与绿色建筑示范区推进机制研究 管理科学与工程 专业 2009 级研究生姓名： 栾晓华 指导教师（姓名、职称）： 汪霄 副教授 摘 要 随着建筑节能减排压力的增大，江苏省开始探索建筑节能项目的集聚示范，利用建 筑节能专项资金支持建筑节能和绿色建筑示范区的建设。通过调研发现，截止 2011 年底， 江苏省成立建筑节能和绿色建筑示范区 19 家，发展速度非常快，在绿色建筑、可再生能 源和区域技术系统等方面也取得了一定的成效；但与此同时，示范区普遍存在运行动力 不足、建设速度缓慢甚至停滞不前等问题，示范区取得的成效不尽如人意。因此，如何 推动示范区建设发展、如何调动示范区实施主体的积极性是江苏省示范区建设工作遇到 的最大问题，这也是本文要研究的主要内容。 首先，本文界定了建筑节能和绿色建筑示范区的概念，明确了示范区的特点和建设 的内容，并对江苏省建筑节能和绿色建筑示范区的发展现状、存在的问题及政府出台的 相关政策和措施进行了深入研究，分析得出示范区产生一系列问题的根本原因是缺少系 统的推进机制。 其次，在国内外示范区研究现状及示范区相关理论研究的基础上，结合江苏省示范 区现状及存在的问题，构建了江苏省建筑节能和绿色建筑示范区的推进机制体系，包括 动力机制、激励机制、约束机制和运营机制，并对各个机制的内容进行了具体构建。 最后，本文以溧阳经济开发区城北工业园为实例，分析了城北工业园示范区已有的 保障措施、建设现状及发展中存在的问题，运用前文构建的示范区推进机制对城北工业 园推进机制进行构建，以保证溧阳经济开发区城北工业园示范区发展目标的实现。 通过研究，本文构建了江苏省建筑节能和绿色建筑示范区的推进机制，为加快江苏 省示范区的建设发展提供了思路和参考，同时对江苏省建筑节能减排工作具有积极意义。 关键词：建筑节能；绿色建筑；示范区；推进机制 III III THESIS ： Research on Promoting Mechanism of the Building Energy Efficiency and Green Building Demonstration Area in Jiangsu Province SPECIALIZATION: Management Science Engineering M.A.CANDIDATE: Luan Xiaohua MENTOR: Associate Prof. Wang Xiao ABSTRACT With the increasing pressure of building energy saving, Jiangsu Province began to explore gather demonstration project of building energy efficiency, building energy efficiency of special funds to support the construction of the building energy efficiency and green building demonstration area.
