After that, on November the 9th 2011, Chinese National Ministry of Education abolished Temporary Regulations of Faculty Union Congress in Colleges and Universities issued in 1985 and promoted Faculty Union Congress Provisions for All Schools. This document has greatly raised the legal status of Faculty Union Congress. From this point, we could find that our nation has also realized the significance of Teachers’ Congress in democratic management. While Teachers’ Congress is in heated discussion, the author discovered the rarity of academic papers about analysis to theoretical property of Teachers’ Congress in middle school; and the lack of thesis considering the practical influence of Teachers’ Congress in middle schools’ management. Thus, the author started the study about the practical influence of Teachers’ Congress in middle school’s management. First, the thesis arranges all the bibliography, while pay specific analysis on the major factors influencing Teachers’ Congress’s function in different phases. Then, using 58 middle schools in Yangpu District in Shanghai as the study objects, the author issued questionnaires and analyzed data by sociology statistics software SPSS18.0. The relatively representative outcome of data analysis was reached: the power of principal is the major factor influencing Teachers’ Congress; and increasing the participation of faculty can improve the function of Teachers’ Congress in democratic management.
