营口市农民创业贷款问题研究 摘要 增加农民收入是新农村建设的关键。目前农民增收主要依靠两个途径：一是 从事种养殖业，但这方面增收潜力已经不大，还受到农业是弱质产业的影响；二 是进城打工，由于打工工资不高，农民在城市生活成本不断提高，打工对农民增 收的效果也逐渐减弱。今后增加农民收入，主要应该依靠“农民创业”这条新途 径。而要创业，资金是瓶颈，虽然已有一些金融机构推出了农民创业贷款服务， 但目前仍存在很多问题。本文拟对营口市农民创业贷款现状及存在问题进行分 析，并提出相应措施，希望能对农民创业贷款的发展及增加农民收入、建设新农 村有所帮助。 本文首先对农民创业贷款理论进行综述，接下来分析了营口市农民创业贷款 的现状并对其进行前景分析，第三部分对营口市农民创业贷款问题进行分析，最 后对如何解决营口市农民创业贷款问题提出了具体措施。 关键词：增加农民收入；农民创业贷款；营口市 1 Abstract Increase the income of farmers is the key to the construction of new countryside.
