Ys2s。8{ Y s2s。8{ 论文提要 20世纪70年代至今，在金融深化理论的引导下，无论是发达国家还是发展 中国家的金融体系，普遍走向了放松管制、自由发展的趋势。这一趋势一方面促 进了金融效率的提高和资源的优化配置，说明金融效率的提高要求放松管制，实 现金融体系的充分市场化运行。但另一方面，放松管制下金融业的风险以及运行 的不稳定性也大大增强，人们面对大批银行倒闭，金融危机迭起的负面效应，强 烈要求加强金融监管。各国金融发展的实践证明表明，对于金融效率来讲，金融 监管犹如一把双刃剑，一方面通过金融监管可以减少金融风险，保持金融结构的 稳定性，提高金融运行的整体效率：另一方面，如果监管不当或者监管过度，将 加大监管成本，增加道德风险，降低金融效率并阻碍金融业的发展。因此，金融 监管与金融效率既是一对矛盾又具有高度的相关性。在本文中，本人将就金融监 管与金融效率的关系首先展开理论探讨：在此基础上，对三种不同程度的金融监 管模式对金融效率的影响进行理论和实证分析，并结合各国和我国金融业发展的 实践，对如何在实施金融深化中，处理好放松管制与加强监管的关系，建立和完 善适度有效的金融监管制度，在实旌监管的同时促进金融效率的不断提高提出建 议。 关键词：金融深化金融监管管制和放松管制 道德风险 金融效率金融 风险 AbstractFrom Abstract From 1970s to nOW，with the instruction of the theory of financial deepening， both developed countries and developing countries came to follow the trend of deregulation and liberalization．On the one hand,this trend improved the efficiency of finance and the resource allocation；it indicates that the improvement of financial efficiency needs deregulation,SO as to realize the market—oriented operation of the financial system．The practice of finance development demonstrated that，as for financial efficiency,financial supervision is a double-edged sword，it Can decrease financial risk，maintain the stability of the structure of finance；however,if the supervision is misaligned，or it is overregulated，the supervision cost will rise and the moral hazard will happen．Therefore，financial supervision and financial effidency has very close relationship．The relationship between financial supervision and financial efficiency is analyzed theoretically in this paper；both theoretical and empirical studies is done on the impacts of the three different supervision models on the financial efficiency based on the above analysis，combining with China’S and other countries’practice in financial industry development，the proposal for coordinating the relationship between deregulation and enhancing supervision, improving the financial efficiency during the process in financial deepening is provided． Key words Financ
