摘要从世界范围看，金融业的混业经营是大势所趋，金融经营体制的演变要求金 摘要 从世界范围看，金融业的混业经营是大势所趋，金融经营体制的演变要求金 融监管体制做出相应的改变。在探讨我国现行金融监管体制如何改革和演变时， 本文着重在混业经营统一监管模式和混业经营分散监管模式之问进行权衡，提出 了有效金融监管模式的三个标准：监管水平最优化，监管者的监管执行成本最小 化，金融监管对被监管者的激励最大化。并通过建立金融监管的外部性模型、金 融监管的委托监督模型、金融监管的产业组织模型，对混业经营趋势下的统一监 管的有效性进行了模型分析，得出混业经营条件下统一监管优于分业监管的结 论。论文在以英国和日本为典型案例实证检验“混业经营统一监管模式更为有效” 的基础上，建议我国可仿照英国模式，中国人民银行作为央行，专司货币政策； 将银监会、证监会、保监会合并，建立我国的金融监管局，专司金融监管。过渡 期的金融监管制度安排，应注意以“不能削弱现有的金融监管能力、监管制度安 排应该反映金融产业结构”为原则，以建立银监会、证监会、保监会的监管协调 机制为过渡形式，逐步实现该协调机制Eh虚变实，实现由分业经营分业监管模式 向混业经营统一监管模式的转变。 关键词：混业经营金融监管模式研究 Abstract：Internationally，mixing Abstract： Internationally，mixing operation is the major hend in financial field．because the change in the finan operation system requires the correspondent change in the financial supervision system In discussing f the living financial supervision is reformed and evolved in china，the anthor places emphasis on comparison between the united supervision mode and the separate supervision mode of the mb operation，and proposes three criteria for the efficient financial supervision mode：optimizing supervk, level，minimizing the cost of the supervision implementation of the supervisor and maximizing encouragement for the objects who are supervised from the financial supervision Through the establishn‘ of the outside model，the entrusting supervision model and the property organization model of the finan supervision．and the efficient analysis on the united supervision under the trend of financial mixing operal the author concludes that the united supervision has the advantage over the separate supervision in condition of mixing operation．On the basis of the typical cases of Britain and Japan where the un] supervision mode of the mixing operation proves to be more efficient,the author would like to suggest 1 China could follow the British mode,taking China People’s Bank as the central bank whose specialt：! monetary policy，incorporating Banks Supervision Commission，Securities Supervision Commission； Insurance Reg
