The drawbacks which resource-based cities increasingly exposed are forcing the government to choose a road of sustainable development, which relies on scientific and technological innovation and the cooperation with the production, learning and research. The cooperation with the production, learning and research in the city of Jinzhong experienced the stage of matchmaker, the stage of full flowering, and the stage of deepened development. Currently, the cooperation with the production, learning and research has got preliminary achievements, which included that the model was carried out more commonly and the cooperation mechanism was initially formed and talent and economic benefits appeared. Although the cooperation with the production, learning and research in the city of Jinzhong has been a good start, there is a big gap in comparison with innovative requirements of Jinzhong. And there are still many problems. Firstly, the calls of the government are more but less specific measures. Under the requirements of changing functions, and enhancing services, the government has a strong desire which services for the basic department and promotes the development of regional economy. But the government is short of an initiative sense and effective means of providing services. Secondly,Enterprises have many technical problems, less implemented. The desire of expansion stimulates enterprises to look around for projects and technology, but enterprises are lack of a view of long-term and strategic cooperation with institutions.
