欧盟对华倾销与中国的对策选择 摘 要 反倾销即进口国为保护本国产业对倾销产品征收反倾销税等的抵制措 施。由于我国出口贸易高速增长、经济结构与出口秩序不够合理、国外对我 国的歧视性待遇、我国企业应诉态度不够积极等原因，使国外对我国出口商 品的反倾销诉讼逐年增多，被诉倾销产品的范围不断扩大，征收反倾销税的 税率高，涉案金额不断提高，实施反倾销的国家和地区日益增多。我国已经 渐渐成为世界上遭受反倾销最多的国家。如此多的针对我国的反倾销使我国 出口商品的数量减少，冲击了国内的商品市场，而且恶化了外商在中国的投 资环境，同时阻碍了我国出口企业产业结构调整和技术改造的过程，也助长 了外国对华商品的反倾销引发了新的反倾销。面对国外反倾销给我国出口带 来的影响，我国政府应当积极争取“市场经济国家”地位，建立健全反倾销应诉 机制，加强区域经济合作，实施市场多元化战略。同时，出口企业应该健全 企业内部应诉反倾销机制，积极开展国际化经营，加快产业结构调整和技术 改造的过程。 关键词： 反倾销；出口贸易；影响；对策 No 1 Abstract Anti-dumping is the measures of the importing country for protecting its country’s industry to levy the anti-dumping tax and so on to the dumping products. Because of the speedy growth of our country’s export trade，unreasonable economic structure and the export order prejudicial treatments to our country and inactive answer of our country’s enterprises cause the increase of anti-dumping lawsuits against exporting of commodities of our country’s year by year. The scope of the dumping products is expanding unceasingly. The levy of the anti-dumping tax rate becomes higher and higher. The amount of the capital involved in the case enhance unceasingly. The countries who draft the anti-dumping laws are increasing day by day. Our country gradually became the country who suffers the most of the anti-dumping in the world. So many anti-dumping cases have caused exporting commodities to reduce dramatically, has affected the domestic commodity market, moreover, worsened the environment of the foreign capital to invest in China.
