Classified Index: U.D.C.: A Dissertation for the Degree of MPA RESEARCH OF FEDERATION OF INDUSTRY AND COMMERCE’S LOCAL GOVERNANCE AT THE PERIOD OF TRANSFORMATION Candidate: Yu Tingting Supervisor: Prof. Liang Xuefeng Academic Degree Applied for: Master Degree of MPA Specialty: Master of Public Administration Affiliation: Organization Department of HeiLongJiang Province Date of Defense: October ,2010 Degree-Offering-Institution: Harbin Institute of Technology 哈尔滨工业大学公共管理硕士学位论文 哈尔滨工业大学公共管理硕士学位论文 I I 摘 要 本文通过对国内外公务员绩效考核研究现状比较研究,分析了中外公务员 绩效考核制度各自的特点和演变历程,并详尽介绍了平衡计分卡这一绩效管理 工具。平衡计分卡起源于新公共管理思想,产生并首先应用于私人部门,后逐 渐被公共部门所采纳,近些年许多国家的公务员绩效考核也开始运用这一工具。 当前,黑龙江省公务员绩效考核方法已较原来有了较大发展,但仍存在制度上 和技术上的缺陷,本文借鉴运用于企业组织绩效管理的平衡计分卡思想,根据 黑龙江省公务员绩效考核现状,将平衡计分卡的理念由企业顺利移植到政府部 门,提出构建基于平衡计分卡的黑龙江公务员绩效考核模式。重点是对绩效考 核指标进行修正,并根据黑龙江省的经济社会发展现状,重新确定符合我省实 际情况的平衡计分卡维度和指标体系。并进一步以 H 市使用平衡计分卡实践为 例,论证了运用平衡计分卡对公务员进行绩效考核的有效性。最后根据黑龙江 省公务员绩效考核存在的问题,提出在运用平衡计分卡时应提供的制度层面及 技术层面的保障措施。 关键词:公务员,绩效考核,平衡计分卡 II II Abstract Based on comparative study on the present actualities of the performance evaluation of civil servants at home and abroad, this paper analyzes the respective characteristics and evolution history of the civil servants’ performance evaluation system at home and abroad, and makes a detailed introduction on such perf ormance management tool as Balance Score Card. Balance Score Card originated from the new theory of public management. It was born and firstly applied in the private sector, and gradually adopted by the public sector. Recently it has started to be utilized in the civil servants’ performance evaluation system of many countries. At present, the method of performance evaluation of civil servants in Heilongjiang province has developed a lot than before, but there still exist systematic and technical deficiencie s. By borrowing the thought of Balance Score Card adopted in the performance evaluation system of the enterprises, this paper, in accordance with the present actuality of the performance evaluation
