This mould has gotten in the way of the enterprises’ development. In such a situation, to be operated better, enterprises have to alter the old management pattern, use the advanced scientific technology and management methods, and improve the standard of management and the working efficiency. It can guarantee the development of enterprises. The equipment management information system was established to change the backward status quo of the equipment management, reverse its passive situation, strengthen the basic equipment management, adapt to the demands of enterprise development, achieve the rapid and efficient information circulation of the equipment management, improve the standard of equipment management, let equipment management be systematic, scientific and modern, provide the accurate and reliable information for the equipment management in time. This thesis is written from the background of the equipment agency of Harbin Turbine Company. According to the practical equipment management process, the professional work dealing methods and the internal administrative mode, using the concept and structure of the information management system and the basic principles and ways of system development, quoting the conception of Life Cycle Cos（t LCC）,it sets up the separating structure of LCC, establishes the Maths model for roughly calculating, analyzes the variation of equipment cycle cost, judges the equipment fixed number of years for the economic using and the year of reporting as worthless. It offers enterprises the basis and guide of quantization for equipment management solutions, which makes the equipment management effective. By analyzing J2EE(J
