The public building as a result of its particularity, unit areas energy consumption is much higher than the residential building by far. However, along with the economical development, public building construction proportion enlarges gradually, the construction energy consumption will grow rapidly. In our country, the related policy standard and the theory technology were still imperfect, particularly the cold area, is also at the start stage to the public building low energy consumptions research. Therefore, this paper is rightly under this situation. Through investigation and study, this paper tell people the reason of public building’s high energy consumption. Then unified the climate characteristic in cold area, the author carried on a feasible analysis to the usage of renewable energy resource. First making a research in design of public building, enclosure of public building and control of indoor environment for public building. Then from the usage of renewable energy resource angle, making an analysis of the solar energy, the geothermal energy and the wind energy to find out a most suitable low energy consumption technology for the cold area. I hope that this paper could provide a reference for the public building construction in cold area.
