西南科技大学硕士研究生学位论文 西南科技大学硕士研究生学位论文 第1页 摘 要 国家循环经济产业示范园在我国的产生，有着广泛、复杂和深刻的社会经济 现实根源；其存在形式和运行方式又受到其内部所有隐含的经济学规律所支配。 因此，本文首先分析了循环经济产业示范园区内企业与企业之问的冲突以及企业 与园区之间的冲突，其次借助于数学模型，剖析了国家循环经济产业园的演变历 程，最后揭示国家循环经济产业示范园受政府扶持进行园区改造、产业补链的建 设模式，以及政府调控、激励惩罚的运行机制。并通过以上研究，得到如下三点 结论：第一，国家循环经济产业示范园的诞生与存在，是与我国社会经济发展的 现实需要相适应的必然结果；第二，国家循环经济产业示范园的建设机制受经济 学规律制约，必须政府扶持方能践行“3R”原则；第三，国家循环经济产业示范 园的运行机制，受到园区内部各要素之间的多种关系制约，主要受到企业与企业 之间的外部性、企业与产业园之间的理性冲突的影响，其运行机制中需要政府参 与，并运用惩罚．激励手段加以控制。 关键字：国家循环经济产业示范园 建设模式运行机制交易费用理论 外部性理论 西南科技大学硕士研究生学位论文 西南科技大学硕士研究生学位论文 第1I页 Abstract National industrial test park of circular economy，originates from an extensive， complex and profound social，economic reality，its existence and operating system dominated by its internal underlying economics laws．Based on this，this paper firstly analyzes the conflict among the firms which comprise the industrial demonstration park of circular economy，and the conflict between the enterprise and the park，secondly， used mathematical model，dissects national industrial test park of circular economy’S evolution，thirdly reveals that park’s building model which is government support for transformation of Park，supplement of industrial chain，and operating system which is government regulation，incentive—punishment mechanism．Through the above research， this paper gets the following conclusions：first，the national recycling economy demonstration garden of industry produce and existence，was associated with the social economic development of our country；second，its construction model dominated by ecOnomic law，SO it needed government support to carry out”3R”principle；third，the park，operating system determined by the various relations among the elements，mainly by the external conflicts between enterprise and enterprise，and the rational conflict between enterprise and industrial park effects，the operating mechanism needs government’s involvement，and punishment-incentive model to control· Key words：national industrial test park of circular economy；Construction
