塞尘堡三些查兰坌茎彗矍塑圭耋堡篓三摘要 塞尘堡三些查兰坌茎彗矍塑圭耋堡篓三 摘要 哈尔滨开发区是国家经济、技术和产业发展的示范园区，要改变仅仅依 靠外部“输血”维持发展的现状，不仅仅需要研究发展战略、策略和对策， 更重要的是要深入研究内在“造血”和外部“输血”相协调的模式和运转机 制。 几年来，哈尔滨开发区在国家赋予的包括税收减免、土地优惠等在内的 政策优势导向下取得一定的发展。然而，这些优惠政策具有实效性、阶段性 和引导性特征，随着开发区经济、技术和产业的深入发展，园区需要创造条 件获得相应的国家优惠政策。实质上，任何开发区的发展都是各个地区经 济、技术和产业发展的前哨和样板，因此，有必要寻找一种开发区发展的模 式，使开发区各个产业自主发展，并且在开发区发展的不同阶段能够与国家 相应的优惠政策相衔接，由此反过来又促进开发区各个产业的发展。 本文以国内外产业集群研究为出发点和深入研究的基础，首先对国内外 产业集群发展状况进行了比较分析，发现哈尔滨开发区存在着产业集群缺乏 规划性，集群网络化特征不强等弊端，其症结在于开发区没有明确的产业集 群发展模式。其次，通过对国内外高新技术产业集群现状的研究和对比，分 析并概括出哈尔滨开发区在发展产业集群工作过程中存在的问题和出路，揭 示并确证哈尔滨开发区发展产业集群的总体框架模式和运做机制。即通过制 定产业发展规划、营造政策导向环境、健全企业服务网络、合理整合技术创 新资源、积极培育区域创新文化和加强国际合作交流等措施，积极推进哈尔 滨开发区走向多样性产业集群发展的道路。 关键词产业集群；开发区；集群模式 哈尔滨工业大学公共管理硕士学位论文Abstract 哈尔滨工业大学公共管理硕士学位论文 Abstract Harbin Development Zone(HDZ)is a state level demonstration area of Harbin economic，technological and industrial development．In order to change the present status only depending on“blood transfusion”from outside，not only is the research for development strategy and countermeasure needed，but more important，the further research for the coordination pattern and operation mechanism between inner“blood production”and outer“blood trailsfusion’． For the recent years，HDZ has made a certain progress under the guidance of the state privilege policies including free tax tax deduction，privilege land price etc．But these policies only have a characteristic of actual effect，phase effect and guidance effect．With the further development of the economies， technologies and industries of the development zones，the zones need to create conditions to get the state related privilege policies．In fact，any development zone iS the pioneer and model for its 10cal area’S economic，technological and industrial development．Thus．it iS necessary to find development mode to have the various industries of development zones develop independently,and to have the various development phases link to the related privilege policies，and vice versa，to help the development of the various ind
