Keyword： Internet +〃； innovation in science and technology management; science and technology service economy; Received： 2017-09-02 2015年，李克强总理在政府工作报告中首次提出“互联网+”的行动计划，旨 在推动移动互联网、云计算、大数据、物联网等新一代信息技术与现代制造业、 生产性服务业等的融合创新m。“互联网+”加速推进了科技和经济的深度融合, 利用“互联网+”建立与创新需求相适应的科技服务模式，全面促进大众创业、 万众创新，推动信息化平台建设、产业融合、市场融合、创新创业融合，已经成 为提升科技服务经济能力的重要措施。 1 “互联网+”的概念及意义 “互联网+”是指把互联网的创新成果与经济社会各领域深度融合，推动技术进 步、效率提升和组织变革，提升实体经济创新力和生产力，形成更广泛的以互联 网为基础设施和创新要素的经济社会发展新形态。“互联网+”是“两化融合” （即信息化与工业化融合）的升级版，强调的是信息化与传统产业、行业等多方 融合，为云计算、大数据、物联网的发展提供了巨大的发展空间。“互联网+” 的提出意味着越来越多传统行业、传统应用和服务将逐渐被互联网改变，传统行 业全面拥抱互联网的时代已经到来。 科技管理部门加强“互联网+”科技服务平台建设，有利于提高科技服务效率、 规范科技管理流程、优化科技管理服
