Especially in January 12, 2012, after the State Council having promulgating “the opinions on further promoting the economic and social development of Guizhou soundly and rapidly”, the industrial alliance of technological innovation in Guizhou province obtained the supports in both law and policy and developed far more rapidly. But in the process of these five-year development, the industrial alliance of technological innovation in Guizhou province has faced a series of legal problems and severe trouble of lacking systematic guidance about laws, as well as having local regulations which do not reflect local characteristics .To some extent, all these above hindered the further development of the industrial alliance of technological innovation in Guizhou province. Therefore, for Guizhou province, research on legal issues of the industrial alliance of technological innovation has become particularly important. The first part of this paper describes the importance of the legal issues of the industrial alliance of technological innovation, Guizhou province. Stated what the industrial alliance of technological innovation should play a role in the legal system as well as with real gap, indicating the necessity of studying. In the second part of this paper, Stated the industrial alliance of technological innovation related laws now in Guizhou province , elaborated from national legislation, local legislation and legal effect of the contract on the Union of three parts.
