I I 摘 要 2003年吉林省步入人口老龄化社会。人口老龄化虽然会在各方面加重年轻人和社 会负担，毫无疑问，也会给养老服务产业的发展带来新的机遇。养老服务产业的保障 机制是保障其健康、顺利发展的机制的总和，可以应对养老服务产业发展过程中的问 题与不足，为养老服务产业的稳健发展的提供基础，因而构建健全的养老服务产业保 障机制显得尤为重要。 本文在阐述了养老服务产业、保障机制内涵及相关理论的基础上，分析吉林省养 老服务产业保障机制的现状并找出它所存在的问题，养老服务保障机制欠缺的原因是 多方面的：法律政策不够健全、政府财政投入不足，人才培养机制不足、技术落后等。 在借鉴国外养老服务产业发达国家经验的基础上，并结合当前吉林省养老服务产业保 障机制的现状，提出完善养老法律，制定全方位的优惠政策，改革投融资体制，完善 人才培养和就业政策，加强技术开发及建立完善的监管制度等措施，以健全吉林省老 服务产业的保障机制，造福一方水土。 关键词：养老服务；老龄化；保障机制 II II ABSTRACT Jilin province has entered into the aging society since 2003.The degree of aging become more and more serious because of the longer life and lower delivery rate of the population. Although an aging population increase the burden of young generation and society,but it will bring new chance to the aging service industry.The safeguard mechanism of aging service industry is the sum of the mechanism of guarantee its healthy and smooth development. It can deal with the problems and deficiency in the process of development, and provides the basis for the stable development.Therefore,it is particularly important thing to build the safeguard mechanism for aging service industry.
