BT model not only can ease the financial pressure of the government, but also accelerate the pace of infrastructure construction and enable the company gain stable profit. However, BT model has not received enough support of law at present. Because of this, the practical application is very chaotic. The chaos are showed in the infinite varieties, the inappropriate division of rights, responsibility and profit, and the improper treatment of key nodes in BT model, and so on. From the point of BT model’s practical application, this paper gives the way to solve the problems such as type selection of BT model, division of rights, responsibility and profit of each subject, treatment of key nodes in BT model and so on. Firstly, four main BT models are given. Their characteristics, advantages and disadvantages are analyzed, and their own scopes of application are given. Based on this, the method of decision tree to select proper BT model is put forward which firstly gives proprietors the appropriate selection method of BT model. Secondly, the rights and responsibility of proprietor and investor in every node are analyzed. According to the operation characteristics and differences of each BT model, the suitable relationships of rights and responsibility for different BT models are obtained, and the distribution of rights and responsibility is listed. The relationship of profit is expressed clearly too. This can be applied in practice more easily. And then, as there are many disputes appearing in practice, the key nodes are given which should be paid more attention to by proprietor and investor.
