The level of regional technological innovation capability determines the level of speed and level of economic development to a large extent. Since Lundval proposed the concept of national innovation system, numerous domestic and international scholars have launched extensive research on the national innovation system in different aspects. Among them, the research range in the regional aspect included: the concept, content, form, function of the regional technological innovation system, regional technological innovation capability and its evaluation, etc.. Aiming at the concept, content, evaluation system and influence factors such as aspects of regional technological innovation capability, academia have started a large number of qualitative and quantitative researches and have obtained a lot of research results. As regards actual conditions of our country, the economic development of every region of our country is uneven, there is a comparatively remarkable difference in the regional technological innovation capability among different areas, and the regional technological innovation capability difference will probably aggravate further the disparity of economic development levels among the areas.
