I I 摘要 摘 要 当前，无论是整个社会的发展，还是机构自身的改革和发展，都对机构本身 的人事管理提出了更高、更新的要求。建立以信息技术、计算机技术、网络技术 支持的机构编制实名制管理系统，是建设出一支好的机构人员队伍的一项重要的 基础工作，也是实现人事管理现代化、加速决策科学化的前提条件。传统的机构 人员管理一直是手工操作，单位的设立、变更、撤消和人员编制的核定、调整等 业务处理，以及相关信息的登记、查询、统计、报表等项工作主要依赖手工操作， 信息传送速度较慢，实际人员数与编制不相符造成资源浪费。 根据机构编制管理部门加强人事信息管理计算机信息化的需要，结合日前管 理信息系统的发展现状和人事管理工作的实际情况，重新设计和开发了机构编制 实名制管理系统。该系统根据人事管理工作的内容和特点，在充分注重软件操作 的交互性、简单性以及科学可视化原则的前提下，及时为人事管理提供准确、全 面的数据管理和处理功能，能有效提高机构编制管理的工作效率、质量及管理决 策的有效性、可靠性，实现机构人事工作的计算机现代化管理。 本系统通过需求分析后，进行系统的总体设计和具体的物理设计，确定了系 统的总体设计目标和设计原则，系统由五大模块组成：机构管理、系统管理、人 员管理、文件管理和帮助。系统利用 SQL Server 建立了统一规范的数据库，通过 WEB 技术建立了不同机构统一的操作平台，设计了较为丰富的功能模块，并充分 考虑到系统的安全性，通过设置操作人员的访问权限来满足数据的保密要求。在 系统中实现了数据库的备份、恢复功能，进一步保证了数据库的安全。系统界面 设计符合 Windows 应用程序特点，美观大方，一目了然，操作简便，用户上手快。 最后对系统设计的模块分别进行实现，并给出了系统测试报告。 关键词:编制管理，ASP，SQL SERVER，B/S 模式 II II ABSTRACT ABSTRACT At present，both the development of society，and the establishment’s own reform and development，personnel management of the establishment has set a higher and update requirement．To set up a information system based on information technology， computer technology，and network technology not only An important basic job，but also realize the modernization of the establishment personnel management，to speed up the prerequisite for scientific decision—making． However , the traditional personnel management system has been a manually operated，such as establishment Unit, change , establishment cancel and so on also mainly relying on manual operation.
