The mathematical model which attempted to simultaneously optimize multiple variables such as export flow of each water plant, pumps’ combination of each pump station, the layout of water supply network, the diameter of each pipeline and so on, was complex and obtained unreliable answers in many cases. In order to avoid the deficiencies of the above two methods, and at the same time, to implement the project of the Huangdao water supply network planning expediently that to optimized water supply network renovation and expansion, the water supply network renovation and expansion optimization was carried out. The purpose of the research’s general idea is to minimize the running costs when the the future water supply network was run after the renovation and expansion. A new method called fitting the average hydraulic gradient of the entire water supply path was created, and it was applied to calculate the import’s pressure demand value of the pipe network’s expansion when its diameter had not been determined. By which the renovation and expansion can be divided into two parts and be implemented separately, which avoided the long computation time, incorrect results when they were optimized simultaneously. The water supply network renovation optimization model was established when the network was run with the average-daily average-hour flow, it took the lowest water supply energy consumption as the objective function and 9 indicators including economic construction of water supply network as its constraints. And the model was worked out by Genetic Algorithm with the help of Matlab and EPANET software, more important is that the flow of each water plant and the p
