恩施州烟农专业合作社功能定位、管理体制与规范发展分析 摘要：根据烟草行业和烟叶生产经营的基本特点，围绕 恩施州烟叶生产组织方式的演进，明确了发展现代烟草农业 的核心问题是有效提高烟农组织化水平，而烟叶专业化分工 不断深化是促进烟叶生产组织创新发展的根本动力。在此基 础上界定了烟农专业合作社组织功能定位和核心价值观；重 点剖析企业制度下的恩施州烟农合作社“统”与“分”的经营管 理，确立“五统三分”是实现烟农合作社良性发展的有效管理 体制。提出了促进烟农专业合作社的规范发展的措施和建 议。 关键词：烟农；合作社；功能；机制；统分结合 中图分类号：s 5 7 2文献标识码：A文章编号: 0439 - 8 11423—4981-06 Analysis and Discussion on Function Orientation, Ma nagement Mechanism and Norm a 1 Development for Tobacco Farmers Cooperatives in E n s hi L I Dong— 1 ie，WEI Guo— s hen g , P U Yuan — ying，TONG Jing — ch u a n Abstract： According to t h e basic characteristics of tobacco production, the ope ration model in tobacco ind ustry， and the advances of t o b a c c o production organiza tion in Enshi, it was propos e d that a key measure for mo d e r n tobacco agriculture d e ve 1 opment is to imp rove far m e r s organization level e f f ectively， among which both s pecialization and cooperat ion in tobacco production o rganization are the fundame n t a 1 driving forces for inn ovation and development. On the above basis, the functio n orientation and core v a 1 u e s view in professional far mers cooperatives were s u g g e s t e d. Under the enterprise system， related “reunion” and “division” in Enshi farmers c ooperat ives operation and m anagement were made deep an alysis，and therefore “5 reun ions” and “3 divisions’’were p roposed to be an effective m anagement mechanism for smo o t h development of farmers cooperatives， and additiona 1 1 y , measures and r e c o mm end at ions for the development of farmers cooperatives w e r e also proposed.
