太原理工大学硕士研究生学位论文煤炭资源安全风险分析 太原理工大学硕士研究生学位论文 煤炭资源安全风险分析 摘要 煤炭是我国能源消费结构中所占比重最大的一次性能源，结 合我国的实际国情及广大民众的能源消费习惯和消费偏好，毋容 置疑，在未来相当长的一段历史时期内，煤炭仍将是我国能源消 费结构中的主要能源，与此同时，煤炭及其相关产业仍将是我国 一些地区产业结构中的支柱与主导产业。但近年来我国煤炭资源 的开发和利用却受到了来自国内与国外的多重压力，～方面是受 到由于能源问题引发的国际政治事件以及爆发的局部地区冲突 等因素的影响；另一方面，由于石油资源、水力、核能和天然气 等资源的合理利用也对煤炭资源的进一步开发利用产生了不小 的影响。综合上述，对国内煤炭资源进行安全风险分析已经是不 可回避的事情。 本文运用安全分析与决策的原理和方法，结合能源经济学与 资源经济学的相关理论，建立了我国煤炭资源安全分析体系。这 一煤炭资源安全风险分析体系则是考虑到我国经济建设的实际， 从能源安全的角度出发，综合利用系统工程、运筹学等领域的相 关知识，结合目前我国以及全球范围内的能源现状特别是煤炭资 源现状，以及近几年我国在煤炭开采企业所实施的～些政策措 施，全面考虑影响煤炭资源安全的战略、经济、政治、运输以及 替代能源等方面的诸多因素，通过建立相应的系统预测模型及系 统结构模型对我国近一段历史时期内的煤炭资源安全进行预测 分析。论文的最后提出了一些应对我国煤炭资源安全风险的战略 决策，以维护国家的能源安全和更好地促进经济建设。 关键词：煤炭，安全风险分析，能源安全，解释结构模型(ISM) I 太原理工大学硕士研究生学位论文ANALYSIS 太原理工大学硕士研究生学位论文 ANALYSIS OF THE COAL，SECUlUTY＆RISK ABSTRACT nle coal．which is a kinds of one—off energy,accotmts for a great proportion in our country’S energy consulnpt]on stl-uctnre．considering witIl the situation ofour country and the consumption habitation ofthe consumer,it will be the most important energy in a long pedod，and most coal industries will still be the dominated and mainstay industry in some regions’Industrial structure．But in recent years，the exploitation and utilization of the coal has been suffered from lots of concussion,the one is the international political affairs and topical conflict which are caused by the energy；the other is the oil、 nuclear energy、water conservancy and natural gas are widely exploit and rationally used．Above all，it is all important and inevitable thing to analyses thesecurity-riskofthecoal． Using the theory and method of the securityrise analyses and decision-making，combining the theory of resource—economics and energy-resource economics．this paper established the securityrisk analyses system of the coal，and using it to predict and analyses the security situation of the coal．Thjs system,consider with the situation of energy production and consumption，especially the situation of the coal，combining the energy policies、p
