Only with good use of high- quality leaders at every level can our economic, political and cultural construction go healthily, orderly and effectively and our cause of socialism construction develop constantly. Therefore, starting from an analysis of leader-cultivating and managing system and general law of leader development, the thesis points out the urgency of training lots of leaders with high quality and building a scientific system of leaders’ cultivation and management in the first part. Part two of the thesis introduces the fundamental framework of the system of leaders’ cultivation and management in detail with a focus on the general principles for its establishment. Part three probes into the current situation of the system, analyses existing problems thoroughly and puts forward some countermeasures and suggestions accordingly. It is established in the final part that to perfect leader-cultivating and managing system, a comparatively complete mechanism including a leader-education regulation system, a leader-training college system and leader-practicing system m
