PAGE PAGE 1 论逐步实现人民币的全面可兑换 中文提要 主题词 人民币 可兑换 改革 本文在分析了人民币可兑换进程和现状后认为在实现了经常项目下的可兑 换后 实现人民币资本项目下的可兑换 从而实现人民币的全面可兑换是我国经 济发展和开放的内在需要 是我国加入世贸组织后客观形势的要求 在实现人民 币全面可兑换收益与风险的权衡中 人民币可兑换的进程是否与我国经济发展的 现状相适应是问题的关键 当前推进人民币资本项目下的可兑换 即实现人民币 全面可兑换的时机和条件已基本成熟 初步具备了在一段相对集中的时间内加以 突破的可能 尤其是在中国加入世贸组织以后 形势更趋紧迫 实现人民币全面 可兑换的步伐应该相应加快 而我国经济总体实力不高 发展不均衡 金融体制 改革滞后 金融领域市场化程度低 外汇监管当局监管水平较低是实现人民币全 面可兑换的制约因素 为了保证实现人民币全面可兑换不至于引起我国经济的剧 烈动荡 本文认为在推进人民币可兑换改革过程中应符合人民币可兑换的进程应 与经济发展状况相适应 人民币可兑换进程必须和一揽子的改革措施协同推进 正确处理全面兑换与金融安全的关系等基本原则 在目前的情况下 人民币可兑 换的首要任务是尽快着手开始资本项目下可兑换的改革 建议在实现人民币资本 项下可兑换时 本着 抓住时机 尽快着手 区别对待 分段实现 的原则开展 与各项改革措施相配合 渐进的实现人民币的全面可兑换 ABSTRACT Based on the retrospect of the progress of RMB convertibility in China and on the analysis of the external environment for RMB to be convertible, we think it is an urgent need for capital account to realize RMB convertibility following the current account having realized RMB convertibility, in order to meet the current economic development needs in China and to adapt to the new financial situation brought by joining WTO. And our further analysis shows that the internal needs and external environment for the capital account to realize RMB convertibility are basically mature and then the related convertibility progress should be accelerated. O n the other hand, we realized that such factors as lower general economic capacity, slower reform progress in financial system, lower degree of marketization in financial field, and less effective and efficient administration of foreign exchange regulatory authority restrict the general RMB convertibility in China.
