Abstract
We have entered a new economic era of globalization. We are entrusted with this historical mission of innovation, which has replaced the ancient comparative edge and one of the significant aspects is technological innovation. The key to technological innovation lies in the talents. Either the developed countries or the developing ones, regard the scientific and technological human resources as the strategic resources and the core factors to improve the nation’s competitive power. The buildup of the scientific and technological human resources is strengthened greatly, and the creativeness and activeness of the scientific and technological human resources are stimulated by all means. The massive research has discovered that, the technical personnel innovations have not only an impact on an individual performance but also organizational performance. The enterprise managers who are after superior organizational performance are trying to use scientific and technical personnel innovation as a managerial strategy, hoping acquiring a related advantage. The technical innovation is mainly achieved by the technical personnel. As a significant platform for technical personnel, an enterprise, by effective management, can maximize the stimulation of its talents innovative enthusiasm and energy, improve innovation efficiency. It is now a realistic issue facing our enterprises that the technical personnel must be used properly to play a greater role in the innovation activities, so that the enterprise’s independent scientific and technological innovation ability will be improved and more and more economic and social benefits will be created.
