He holds that human nature and behavior, the incomplete state system and the existence of anarchy in the world are the three differently-leveled factors leading to various types of wars. He is the pioneer of the leveled analysis in the study of international relations, especially with regard to the analysis of the nature of the international system, which refl ects the basic trend of the theories of contemporary international relations.
