II II Abstract Since the three gorges project entering comprehensive management stage, the project management，which is given priority to project construction management and resettlement management,has changed to ensure the long-term safe operation ,to give full play to the comprehensive benefit of engineering,to protecte the natural ecological environment and to realize the comprehensive utilization of sustainable. Through the era arrival about water use and ecological civilization of the three gorges reservoir，some questions also began gradually revealed, and need to be solved urgently.Therefore,it is especially important to enhance the emergency management ability of three gorges project furthermore. This article is based on the three gorges project as the reseach object,and discusses the problem about enhancing the emergency management ability detaily when it is from the construction period to operating period.First of all, the paper describes the existing emergency management capacity present situation about three gorges project,through the analysis of emergency management ability demand in operation period ,and expounds the necessity to enhance the capacity further more. Then,from the analysis about the current emergency management mode of water conservancy project in developed countries and xiaolangdi project in China，this paper puts forward experiences for reference which is legislating and strengthening the unified comprehensive in management. Therefore，in view of the existing conditions and resources，we plans from four aspects ，such as the guiding ideology, organization structure, technology innovation and human resources security.Finally, the article puts forward four capacity improvement suggestionsw matching with the above planning,and effectively help the emergency management and disposal of three gorges project in operating period.
