Under the influence of the project and ecological protection requirements, the development of industry focus and development mode appear significant changes, immigrant labor’s original skills cant adapt to current demands, so it forms that the immigrants employment channel is narrow and causes the pressure of labor transferring. At the same time, owing to the three gorges project argumentation and construction span over a long period of time, the economic and cultural construction investments of three gorges region are insufficiency, the general human resources quality of immigrants is not high, and their employment skills are also very insufficiency, the labor transfer of immigrants is unstable, so they are not well-paid. Training is an important way to improve human resources quality and to promote the ability of employment. It has established a comparatively complete training system in three gorges reservoir area, and it has made great achievements about improving the human resources quality and employment ability of immigration. However, it still exists some problems which restrictes the effect of training and employment,such as: training and employment services fragmented or mutual association, some training programs disconnect with market, the information sharing of training and employment service is a bit weak, the employment service of immigrants is not perfect. Thus it results in the effect of training is not effective and employment service become a mere formality, the expected effect hasn’t been achieved. Therefore, this paper attempts to construct integration system of training and employment to explore how to combine immigration training and immigration employment, and then improves training efficiency and quality of immigration employment.
