摘要本文的名称是“跨国人13迁移与国家安全 摘要 本文的名称是“跨国人13迁移与国家安全 一一项非传统安全因素的研究”。 本文所探讨的问题有两个方面：一是跨国人口迁移所蕴涵的非传统安全因素 对国家安全的影响，即跨国人13迁移的安全意义；二是国家安全的状态和政策取 向对跨国人13迁移的形成与发展的作用。本文的重点是第一种角度的研究，同时 兼顾第二种角度的审视。 本文以新安全观和移民系统理论为出发点，本文综合运用实证分析和比较的 方法、以大量的实证材料来分析跨国人口迁移与国家安全的内在联系、互动的内 容、方式和影响，并试图以实证分析来验证本文的一个假说，即国家与国际移民 这两种不同的国际行为体之间的良性互动不仅是必需的，也是可能的。 本文的研究，在实践上，使我们对国家安全与跨国人13迁移的互动具备初步 的理解与判断，对于我们处理好跨国人口迁移与国家安全的实际工作、建立本国 的移民安全机制有着积极的现实意义；在理论上，本课题的研究填补了国家安全 与跨国人El迁移研究上的一个空白，是国际关系基本理论、尤其是安全理论与跨 国人口迁移问题相结合的一种理论尝试。本文的成果在于对移民与安全问题作了 系统研究，为跨国人口迁移与国家安全的研究构建了一个较为完整的分析框架； 揭示了跨国人口迁移的安全意义，提出了“移民安全”的概念，这也是整个论文 的灵魂和核一b所在。 关键词：跨国人口黾；国际孝≤毒全；国家安圣备素：非传统窘全因 素；国家姜圣；移葩要垒 AbstractThe Abstract The title of thpaper is‘Transnational Population Movements and National Securityj Analysis ofa Non—traditional Security Factor i The researchfields ofthe paper are composed by two parts,one捃the migration as a non—traditional securityfactor j influence upon national security in the stage of transnational population movements,the other括how the national security policies determining the movements ofmigration Thefirstpart括the kernel ofthe paper,the second one will also be taken into consideration． The paper uses the New Security concept and Migration System theory as basic analys曲tools Meanwhile，practical and academw means will be combined加the whole paper．All these are try to find the possibility that both migration and nation—state can be CO—exit well in the age ofmigration． The research of thpaper helps US to know relations between international migration and national security well．It can also be beneficial to establish national migration security system The research supplies抽e gap between national security and transnational population movements The paper j most important fruit括the idea of Migration Security and this{s the soul ofthe wholepaper． Keywords：Transnational population movements；International Migration, Security； National Security Factors；Non—traditional Security Factors Nntional Security i Migration Security； 附件2独创性声明 附件2 独
